University space requirements, Baden-Württemberg

Processes + Organisation

Municipal consultancy

The 2021-2026 “Now for Tomorrow” coalition agreement of the state of Baden-Württemberg sets out the state's climate protection targets, among other things. The reduction of land consumption is anchored in it as a key goal for achieving the climate protection targets.

At the same time, the differentiated, diverse and decentralized university landscape is to be preserved. Against this backdrop and with a view to the digital transformation of the world of work, but also the world of research, teaching and learning at universities, a joint project group was established by the Ministry of Finance (FM) and the Ministry of Science (MWK). Together with IMAKA Institut für Management GmbH, we managed this comprehensive process with the aim of developing concepts for innovative space requirements for university construction.

Challenges

During the consultation process, it was challenging to come up with suitable and practicable solutions, despite the conflicting objectives between the desired reduction in space and the retention or creation of qualitatively and quantitatively optimal university space. Due to the size of the working groups, the opinions of around 10 to 20 experts each had to be heard and incorporated into the final result.

Added value

Despite, or perhaps because of, these challenges, the working groups that we steered produced a result which, in addition to best-practice approaches to space reduction, also contains concrete target values while still taking into account the various structural requirements of the respective universities.
