As part of the "Housing Offensive LE 2022 to 2032", the large district town of Leinfelden-Echterdingen plans to refurbish and modernise its housing stock of 176 flats in 23 properties and to expand it by developing four new building sites. In doing so, financial, ecological, legal and organisational framework conditions must be adhered to. The analysis of the existing portfolio and the development of a refurbishment and new construction plan based on it laid the foundation for further developments.
Challenges
The city of Leinfelden-Echterdingen's housing is provided especially for low-income households and should be refurbished or expanded accordingly in a cost - efficient manner. In order to meet the requirements of climate neutrality, additional measures for CO2 reduction and compensation must be taken into account. Since almost all units in the residential portfolio are occupied, possible rotation areas were included in the overall strategy.
Added value
The proposed refurbishment measures can reduce the energy demand of the existing portfolio by up to 47 %, which can reduce CO2 emissions by up to 73 %. The selective demolition of existing buildings enables the addition of new buildings to the existing stock and thus an efficient redensification. Taking into account the time frame, a concept for the project implementation and organisational form was also created.
